Certifications within the mandatory deposit system for single-use beverage packaging

 

The DPG Deutsche Pfandsystem GmbH (German deposit scheme) has introduced a common deposit system for single-use beverage packaging throughout Germany. The DPG provides an organisational and legal framework for take-back and deposit clearing for single-use beverage packaging with mandatory deposit. Furthermore, it has defined certification criteria that are to guarantee a safe handling of deposit packages from take-back to recycling as well as the correct determination of deposit clearing data.

 

Since 2006 cyclos GmbH is approved by the DPG as a certification body for certifying counting centres and reverse vending machines at the point of sale (POS). Since then, cylcos GmbH has brought over 40 counting centres into operation. We annually re-certify approximately 35 counting centres and conduct so-called field tests on POS-reverse vending machines.

 

Since 2012 cyclos GmbH is also approved as a certification body for certifying users of DGP Ink (DPG-label and packaging producers).

 

 

Counting centres and reverse vending machines at POS

 

A certification of counting centres (ZZ) or reverse vending machines (AT) at POS respectively takes place in three steps according to the DPG-regulations:

  • Step 1: Preliminary test of the counting centre or type approval based on a reference vending machine
  • Step 2: Initial certification of the counting centre or initial certification by means of a field test (vending machine at POS)
  • Step 3: Annual re-certification of a counting centre or annual re-certification by means of a field test (vending machine at POS)

 

At all steps, a parallel IT check is to take place (performed by a BSI-listed company in accordance with the IT requirements of the DPG GmbH). We work with two renowned companies in various constellations.

 

The most important part of each step is the automatic-mechanics test including a readability test that is conducted at the counter in the counting centre or at the vending machine at the POS (grocery store, beverage market) directly.

 

The on-site audit in the counting centre also includes a check of the security concept and its realisation, as well as a complete documentation of all relevant operations in the counting centre. For reverse vending machines at POS, additional tests to detect manipulation and fake or invalid packaging are performed.

 

The DPG GmbH sets the validity period of the certificates to 6 months for step 1 at a counting centre and POS reverse vending machines; all other certificates are valid for a maximum of 12 months.

 

DPG Ink Users

 

Single-use beverage packaging with mandatory deposit has to be labelled as such. The label consists of two main components: the so-called “DPG- Marking” and an article number that is used exclusively for the German market (GTIN).

 

Because of its significance and security concerns, label printers and packaging manufacturers wishing to produce DPG labels or packaging must enter a licensing agreement with DPG as a so-called "DPG Ink User" and must undergo a location-related certification process. The certification process comprises three steps and starts with a preliminary test with a certificate validity of 6 months. This is followed by an initial certification and later by annual re-certifications with a certificate validity of maximum 12 months each.
